Unfortunately, those are one of the BOE pattern, BOP item sorts. I don't know anyone off-hand who can make them, but they could only make them for themselves anyway. :/

Is that the Belt of Natural Power? I'd be pleased as punch to get him the mats for it, but what are these Nether Vortexes? Are they tough to come by?
Nether Vortexes are the upmarket version of Primal Nethers. They drop off Lady Vashj and Kael'thas, and occasionally from trash in Serpentshrine and Tempest Keep, and bind on pickup. Good luck!
