2.3 patch notes already?

So keeping in mind that this /is/ the internet we're talking about, the Forums supposedly already have a list of 2.3 patch notes, compiled from various places on the forums.

I wonder if this is some stuff Bliz was working on, and couldn't put in 2.2 without causing new content overload or didn't have enough time to develope all of it.
